Um, you know banning all those ip's! well there is a problem... most ppl ahve dynamic ip's so you might be blockign a potential costomer / user when there ISPgives them that ip....

let's say 50 thousand people live in your city (= 50000 IP's)
3 of them are hackers and 30 are players, when you would ban a hacker and he changes his IP, he would NOT get the same IP as the other people, everybody has it own IP, and let's say the player also changes his IP just for fun or cuz something was broken, there is a chance of like 1/50000 that he get the ip from the hacker, it's like winning 20 million dollars, the chance is extremly small.
